Russian President Vladimir Putin has warned Western countries that Russia is technically ready for nuclear war and that if the US sends troops to Ukraine, it would be seen as a significant escalation of tensions.

Vladimir Putin's nuclear warning comes as another offer of talks over the Ukraine conflict has been made.

The US had said that Vladimir Putin was not ready for serious talks on Ukraine.

The Russian president has repeatedly warned that if the West sends troops to fight in Ukraine, it will increase the risk of nuclear war.
